Mei Hua, a Chinese national, was fined $12,000 by the Court today for illegally importing assorted meat products and processed food products into Singapore.

On 27 Jan 2022, ICA officers at Pasir Panjang Scanning Station detected anomalies in the scanned images of an import container and proceeded to unstuff the container. They uncovered a consignment of assorted meat imported without a valid permit and undeclared processed food products. SFA’s investigation found that there were 101.45kg of assorted meat products and 73.65kg of processed food products illegally imported by Mei Hua.

In Singapore, food imports must meet SFA’s requirements. Illegally imported food products of unknown sources can pose a food safety risk. Food can only be imported by licensed importers, and every consignment must be declared and accompanied with a valid import permit.

SFA has detected gluten in Liang Yi Vegetarian Black Pepper Chop and Liang Yi Vegetarian Roasted Meat, which was not declared on the food packaging labels.

As a precaution, SFA has directed the manufacturer, Liang Yi Food Industries Pte Ltd, to recall the two implicated products and affix the appropriate labelling to declare the presence of gluten. The recalls are ongoing.

Allergen in food could result in allergic reaction in individuals who are sensitive to it. Under Singapore’s Food Regulations, food products containing ingredients known to cause hypersensitivity must be declared on food packaging labels to safeguard public health.

All ingredients in prepacked food should also be specified on the product label in descending order of the proportions by weight in which they are present.

Gluten is a type of protein found naturally in wheat and other grains. Gluten does not pose a food safety issue to consumers at large, except for those who are intolerant/allergic to gluten.

Consumers with the implicated products, and are intolerant/allergic to gluten, should not consume them. Those intolerant/allergic to gluten and have consumed the implicated products should seek medical advice if they have concerns about their health. Consumers may contact their point of purchase for enquiries.

Woman fined $12,000 by the Court today for illegally importing food products.  
 
In February 2022, the Immigration & Checkpoints Authority (ICA) officers at Ports Command detected anomalies in the scanned images of a consignment carrying assorted cargoes, and uncovered food products imported without a valid import permit.
 
The case was then referred to SFA, which found and seized more than 200kg of illegally imported processed food and assorted meat products.

SFA has taken enforcement action against 14 food establishments for operating without a valid licence, and enforcement action will be taken against another 5 food establishments for the same offence. Since Feb 2023, we have inspected 391 food establishments with expired licences, of which 19 were found to have remained operating without a licence.

All food establishments must be licensed, and food establishments that operate illegally without a licence circumvent SFA’s regulatory efforts to ensure food safety. SFA would like to remind food establishments to renew their licence before the expiry date, and to cease operations if their licences expire. Applying for payment of fees via GRIO will facilitate automatic licence renewal.

Members of the public can check if a food establishment is licensed by scanning the QR code of the licence displayed at a premises. It will show the licence validity period if it is licensed, or “Record not found” if it has expired.

Food and wine wholesaler Ferrari Food+Wine Pte Ltd was fined $30,000 by the Court today for multiple offences under the Wholesome Meat and Fish Act and Food Regulations.
 
In 2020, SFA officers inspected the wholesaler’s premises and found about 175 kg of Italian meat products without a valid import permit. During another inspection, SFA officers found that the date mark on 25 assorted pre-packed food products had been tampered with. They had also processed raw meat, seafood, and processed food products without a valid processing establishment licence.

SFA has taken enforcement actions against 43 food establishment licensees, during the second round of targeted operations, for non-compliance to mask/spit guard wearing requirements for food safety.

Further to the targeted operations conducted from 26 to 30 Sep 2022, SFA conducted another operation from 29 Mar to 14 Apr 2023 focusing on premises with high volume of public feedback received. A total of 451 food establishments, including restaurants, food stalls in hawker centres, and food fairs were inspected.

Since Apr 2020, SFA has made it a requirement for all food handlers to wear masks or other forms of physical barriers, for food safety.

African Swine Fever (ASF) has been detected in pig carcasses removed from the abattoir line. The carcasses were from a consignment of live pigs from Pulau Bulan. SFA has stopped the import of live pigs from Pulau Bulan while investigations at the farm are ongoing.

The pork available in Singapore is safe for consumption, as ASF does not affect humans and is not a food safety concern. Pigs that are not sick and passed SFA’s inspections can be eaten.

Due to the current situation, there will be temporary disruptions to the supply of freshly slaughtered pork from 23 April (Sunday) onwards. SFA is working closely with the abattoir to sanitise the premises and surrounding environment after the slaughter of pigs that are currently at the abattoir has been completed, as well as to maintain the biosecurity measures at the abattoir.

Sin Hin Frozen Food Pte Ltd has been fined $10,000 today for labelling its seafood product with misleading information and carrying out food processing activities at an unlicensed facility.
 
On 6 June 2022, SFA officers found the company engaging in illegal repacking of raw scallops at its premises in Second Chin Bee Road. The repackaged scallops were also affixed with labels with an expiry date and country of origin different from that on the original label.
 
Illegal repacking of seafood at unlicensed facilities is a food safety risk. Every packet of meat, fish, and seafood product must not be labelled with any false, inaccurate, or misleading information.
